Desktop settings lost in Beta and Custom Actions are missing.

Beta version 24.10. m.2655 on Windows 10 with current Microsoft updates: Desktop configuration settings gone after upgrade to beta. I have difficulty with setting up the Photoshop working environment because the settings do not seem intuitive. The "WIndow" tab settings went back to some sort of a default. Custom Actions were missing. Attempts to reload them failed because .atn files do not seem to be recognized. If actions require some other file type, what is the migration path? The default layout changed from undocked windows to  tabbed windows when a few files were opened. 

WIthout custom Actions for gamma corrections, no work can be done,
