Does not show adjustment window in layers

I just had this issue after getting a new computer, and I fixed it by doing the steps located here: https://helpx.adobe.com/photoshop/desktop/troubleshoot/file-format-issues/resolve-program-error-while-saving-files.html?trackingid=C12Y2WS7&mv=in-product&mv2=ps
(allowing Photoshop full disk access and renaming the UXP panel folder.) I know this comment is a little old, but hopefully that’s helpful to someone!

the pop up window in photoshop is not coming when I want to adjust curves, levels, hue/saturation. but when i double click on smart object layer, another new window is opened, and there i can adjust it. before it used to happen directly via smart object. After the update, this bug is coming. please fix it asap.

Is this an adjustment layer, or applied directly to the pixel layer?

I think that a screen shot would be useful with this one.  we need to see the entire workspace at full res, with layers panel visible, and also the adjustment layer and properties panel.  If direct to layer, then have the layer selected and properties panel visible.  You'll know what I mean.
