Does the latest Photoshop Beta version include all features from Photoshop 2023 v26.4.0?

AFAIK Photoshop beta is fully functional, plus it has the additional features like Generative Fill.  It seems to be getting around that people can install the beta version without a subscription, so I expect that will change very soon.  The $10 a month Photography plan is still, available and was already a Sale of the Century super bargain, so when all of the new Ai tools make it to the Full Release version, it will be an outrageously good deal.
