Eye dropper tool being weird

I was playing around with the Image tab and seeing what each setting did. When I got to levels, the only thing I can do is use colour picker. I can't save, I can't select layer, virtually nothing. The only way I can close it is by quitting Photoshop entirely but I'm scared that will lead to my work being lost. What can I do, has anyone seen this before?
