Eyedropper tool outside workspace initiates scrolling

Issue: 

PS 24.2.0 x64

Windows 11

Using eyedropper tool outside workspace / application initate scrolling.

Enable or disable /tools/ Overscroll does not have any effect.

Steps to reproduce:

1. Select eyedropper tool
2. Left click and maintain button pressed
3. Drag eyedropper outside the application

Expected result: 

Expect no scrolling

Actual result: 

Scrolling
