Have you tried other drivers for your NVidia? Other customers have found:

"Download the Studio Driver from NVidia (I am using v531.61 which is not the latest but I know it is stable on my RTX3090) When installing select Advanced Options - Clean Install. That will overwrite remnants of any old drivers.

Do not install GeForce Experience, that is for games. For Photoshop you don't need it."

Thanks @MRX11 It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply. 

PS beta don't throw out windows to submit a Crash Report. The screen freezes and PS shuts down.

I will try resetting Prefs for the Beta. Thank you

I'm not seeing any submitted crash reports from you in our system. If you haven't done so already, please submit all Crash Reports along with your email address: https://helpx.adobe.com/photoshop/kb/submit-crash-reports.html That will help us diagnose the crash. 

Try resetting Prefs for the Beta:

Launch BETA Photoshop While Pressing The Keyboard Shortcut

With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.
