Free Transform Tool

Anyone else have an issue with the Free Transform tool not having locked contraints in the Beta. I notice today whn i tried to resize an image it seems to haev revert back to the old way of having to hold down shift, when i don;t have Use Legacy Free Transform checked and it was fine before the last update
