Generative Fill not showing up

My 'generative fill' is not showing up anymore, the Contextual Task Bar is only showing 'generative expand'.  When I go to 'edit' and 'generative fill' its not allowing me to click on it.   I 'unlocked' the layer and its still not showing up.  'Generative Fill' was just popping up for months, what am I doing wrong?
