Generative Fill Not Working

Question

Hey everyone. I have latest photoshop 25.7 . I am on adobe teams plan. Everyone else on my team has working generative fill but mine is not working. It very slowly goes to 100% progress takes a very long time. then it stays there. then sometime a message pops up "Service is not responding"
I checked task manager in realtime. when I click on generate photoshop uses about 2MB of internet and then goes to zero and inbetween shows 0.1mbps usage very rarely.
