Generative Fill Violation

I'm trying to use generative fill on an iStock photo I purchased. It doesn't seem to violate any guidelines. Can someone explain why I might be getting a violation?

The issue is not specifically with the image you're using but what the AI is thinking it is being asked to generate that is listed as problematic based on Adobe's rules. The AI is not getting everything right. There are lots of discussions about this topic. One discussion is below:
