Harmonise service unable to connect to network

Hi, I was testing out the Harmonise feature today and can't get it to work. I click the button and wait for an eternity, then a banner appear saying service is not responding. Check your internet connection and try again. 

I use Bitdefender as my firewall and have added the photoshop.exe for both this and the regular photoshop to the approved list, I have also added in the complete list of fully qualified URLs and domains, and yet I still cannot get it to work
