how can I challenge the generative restriction and if I didn't violate anything?

I'm cleaning comics before inserting text. one day when I had to process a complex area, I decided to ask the generative fill to do this replacement. but suddenly Photoshop says that I was restricted access to this function for violating the rules of use. I do not charge any fee for clearing dialogs. so why?

For those who have "Generate Fill" not working - wait a bit, it seems to be a failure of Adobe itself.

On 09.09.2023 at 0:20 time (UTC+3:00) I got the following error on an orange background while trying to generate: "You no longer have access due to a violation of our terms of use".
Now, however, at 9:04 UTC+3, I have Generate Fill suddenly came to life and is running smoothly.
