How do I get surface blur?

I need help. I am missing 4 blur filters and I can't find ou how to get them to my photoshop. Can anyone help me?

I am missing among them surface blur. I have it in Norwegian, so I don't know if this have anything to do with it. But I do see I have less then the photosop tutorials I watch.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
