I still don't have generative fill in Photoshop

I've had phothshop for a few years. Last year Beta was announced and I put off trying it for a few weeks. I eventually downloaded the beta to try it. I still didn't have it for some reason. It just wouldn't show for me. I figured Adobe was still slowly rolling it out. I even had the introduction when you pull up Photoshop telling me I had it. I have desktop Windows.

I looked all over my contextual bar, Nothing.

I looked up website tutorials, nothing.

I've updated a few times before and after generative fill came out, nothing.

Uninstalled and reinstalled, nothing.

Youtube tutorials, nothing.

I made several types of selections to see if I'm doing anything wrong, nothing.

I'm losing hope on this thing. someone please advise me.
