@vit0c72708961 a good piece of advice - system restores are generally never 100% effective. They are good when you need to restore documents etc. but in general a fresh reinstall of software is recommended to avoid any bugs or corruptions that you can get with a restore.

I restored the system from a 06/06/2023 restore point and it did not complete.
Now I'm going to rest and tomorrow I'll try to restore the system from another restore point.

@vit0c72708961 the fact that you were able to prevent this by disabling "Zoom with scroll wheel" - are you certain its not a hardware input issue when you open a file? If you turn back on those preferences and disconnect the mouse, do the files still auto zoom in?

The problem appears to affect all of the pop-up windows.
In fact, in all these windows there is scrolling to the end of the options.
Maybe the bug is with Windows 11, I would try to delete the latest update.

It may help if we could see your Photoshop beta System Info. Launch Photoshop beta, and select Help >System Info...and copy/paste the text in a reply.  

I should make a video because the image freezes when the navigator reaches 12800%.
Now I was able to stabilize the image (Ctrl+O) by disabling it in Preferences - Tools:
- Zoom with wheel
- Overscroll
- Activate movement.
