Is Beta blocked in China?

I contacted Adobe support and they played around with my computer settings.

For Love or money I cannot get PS beta to even appear in the menu. 

I am in China. Is it blocked here?

    Yes per the FAQ - beta is blocked in China.

      Well, should not Adobe write a disclaimer that some of their products do
      not work in China?
