Is cloud storage required for Photoshop on the Web? Our organization has blocked cloud storage in our CC apps.

Thanks for reaching out about cloud storage and Photoshop on the web.

Currently, that's right. Photoshop on the web works with cloud documents available in assets.adobe.com, or files shared with you (which could be stored on another's account!). So while your organization's account may not allow for cloud storage, you could be able to edit another's cloud document if shared with you.
