Is Gen-Fill the same as Firefly?

As a test, I've tried entering the same prompts into PS generative fill as I have in Firefly, and the results look very different.

The Firefly images look way better and more refined, whereas in PS they look a bit of a mess.

I would have thought they'd just work the same?
