Jittering pen tool

Every time I use tools that make a mark (pen, clone, dodge, burn, brush, etc) the first time I touch my stylus to the screen, the tools shoots in all directions across the screen. It happens the most with the pen tool, I won't even move it but the second I touch the screen ill have one continuous black jittering line shoot out from the point of touch in random directions. Most of the time it only happens the first use of the tool then happen again when I change the color or change the tool. Its driving me crazy. Its been happening for a long time, not just the last update and I have tried all the normal fixes and nothing works..
