Keyboard shortcuts for tools not functioning properly

Keyboard shortcuts for tools have to be pressed up to 6+ times to activate.

For example, if I'm using the zoom tool and want to switch to healing brush (J) I have to press it so many times before it becomes active... For all the tools... Not just zoom and healing...

*******Also, tool toggling via "SHIFT + "  is not working properly

Not complaining, just reporting...
