Installed beta v 24.1 yesterday. Creative cloud says that it contains new features but does not mention what those are. The latest release notes I have found here is from August.

Where do I find the latest release notes, specifically for v 24.1?

There is some info regarding the Beta October release at the bottom of this page:

I too am interested in this. When I opened 24.1.0 today I was presented with a dialog that listed new features in the Beta version such as one-click delete, blur gallery enhancements, live gradients. But one stood out to me in the way it was worded: The update to the Neural Filters Photo Restoration. The way this update was worded in the new features dialogue made it sound like you can no prompt the AI with what changes you want to make. I assumed this was similar to a DALL-E/Midjourney style text prompt for color changes/effects on the photo being restored and quickly clicked past the dialogue to head straight to the Neural Filters to see if Adobe had just broken into an incredible field of text-input into their Neural Filters. What I found was the same-old Photo Restoration filter that had been there prior. No new update was needed for this filter. When I tried to find the new features dialogue that I had been presented with when I opened PS today I couldn't find it. I did find the What's New link in the Help menu but the only mention of Neural Filters is just the generic Neural Filters list and FAQ in the Discover system. Am I dreaming? What was that about prompting the Photo Restoration filter as a new feature???

I went looking around and feel I conflated it with the Backdrop Creator filter possibly, this filter does allow text input.
