Moving some layer on Artboard will remove it from the artboard

Question

Sometimes, seemingly at random sometimes when I move a layer inside of an artboard, it will make other layers pop out the artboard or the layer I move will pop out of the artboard. It gets frustrating having to move everything back into place... Especially because working in artboard makes PS move slower.

I also find it frustrating, if Adobe could improve the drag & drop of layers between artboards it would save some time.
Sometimes the layer doesn't drop into the place we wanted, and we have to search where it has gone...
Other times, when you resize an image that is larger than the Artboard, it is displaced. Please let us use large images and keep them in the current artboard whatever we do with it.
To get it done, I have to move the layers from the Layer Panel
