Photoshop Beta 25 Crop Tool Won't Crop

I can resize the crop tool, and can drag it to the area I want to crop. When I click crop it blinks then the crop tool jumps to a different area but the whole image is still showing and no crop has been performed. The arrow cursor changes into the crop tool cursor so I can't reposition the crop after the first failed attempt.

PS 25.4 Beta
Win 10 Pro desktop computer.

64GB Ram

8GB Graphic Card

Can you show a screenshot of your options bar for the Crop tool? Without seeing it, one possibility it "Delete Cropped Pixels" is unchecked.

You can also Reset the options for the Crop tool to see if that fixes it. Right-click the Crop tool in the options bar (not Tools panel) and choose Reset tool.
