It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.  

It still happened after preferences were deleted.

Yes, it did happen with the latest PS version.  I have PS 24,  I don't see an option for PS 25.0.

With PS 24, I tried it with photos that had already been edited in Camera raw and those placed fine.  When I started a new batch, requiring new edits, it hung up again at photo #8.

Try resetting Prefs for the Beta:

Launch BETA Photoshop While Pressing The Keyboard Shortcut

With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.

Updated and also Beta updated.  I'm still having the same issue.  Hung up "preparing smart object".

I have not had this issue before.  They have imported as smart objects with no problem.  I'm just placing (drag and drop) a few photos into a new document through camera raw.

I  experimented with editing it in camera raw.  If left unedited, they all imported fine.  If any editing is done, it will hang up after a few photos, sometimes on the second one. I can usually get one without it hanging.   I'm going through a lot of photos so the quick editing in Camera Raw is a huge time saver.

When the error occurs the only option is to force quit the process under activity monitor.  None of the usual quit short cuts or cancel process work.  I have left it sitting for quite some time just to make sure it wouldn't correct itself.
