Photoshop Generative Fill with Sensitive Images

I work for a company that does training for the military. We have some concerns about images with sensitive subject matter being uploaded online. When using generative fill, does it actually upload the image to the cloud for processing or would it be safe to use on these images? If it does upload the image to the cloud, we would not be able to use this tool when it goes live. If that is the case would we be able to disable this tool so the artists don't accidentally upload images to the cloud?

Based on your post I would say any AI model - Adobe and otherwise - would be restricted if using sensitive material. The whole point of AI is cloud-based computing/machine learning.
