Problem with Layering Workflow and Object Selection Tool Dropdown Panel.

I was unable to resequence the layers in this version of Photoshop.  Spent an hour on the Chat with Adobe.  He took control of my computer and was also unable to easily resolve issue.  Finally, he suggested that I reboot the computer and that resolved the problem.  Also, had great difficulty with Object Selection tool.  Could select the object, but the dropdown menu containing  creating a new layer (whole right side panel) wouldn't appear.  Again, rebooting the computer resolved issue.
