Program error on Mac when control-clicking a file with a single background layer

Mac OS 14.4.1, PS 25.9

When I control-click on a file with a single background layer to convert it to a smart object, " an error occurs.

"Could not complete your request because of a program error."

If I add a layer to the file, the error doesn't occur. I can also convert the layer to a non background layer and then control-click without an error.
