Remove tool is not working in PS Beta 25.1.0

When I click on the remove tool, I get a circle with a black line through it.  I also get a pop-up error that says "Can't use the tool because the target layer is unsupported." What does this mean?  What mst I do to be able to use the remove tool?

Hi @Heelfan78 what layer are you selected on? Is it a smart object or text layer? Can you share a screenshot of your whole workspace with the error and the layers panel showing?
