Smudge tool extremely slow

The smudge tool works fine in Fresco, however, is extremely slow in PS. Even copying and pasting froze my system. I had to log out to reclaim functionality.

I tried the steps you recommended.

1. Try resetting Prefs for the Beta:

Launch BETA Photoshop While Pressing The Keyboard Shortcut
With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.
