Beim Speichern eines Dokumentes "auf dem Computer" ist das Menü unsichtbar und das Dokument lässt sich nicht speichern. Workaround: Speichern in der Cloud

Does a computer restart make a difference?

Have you tried resetting Photoshop's preferences file to see if that helps?

Restore your preferences using this manual method:
https://helpx.adobe.com/photoshop/using/preferences.html#Manually
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

You can also reset preferences in Photoshop's General preferences by clicking "Reset preferences on Quit".

Give those suggestions a try and let us know if it helps.
