The new "Remove tool" behaviour is awful

Ever since the last two updates, the remove tool (pink) acts awfully.

If I make a circle with the brush to remove an area, it would wait for me to click again and then fill up that entire circle, removing everything in it. 

This can't seriously be a behavior that should stay, I don't need a whole area removed, I only need whatever I've brushed to be removed.

I hope that makes sense.
