Trying the new remove tool in the latest Photoshop Beta version 24.6.0 20230524.m.2185 0e7139d x64

Finding the remove tool usaeful and effective but it drops off the spot healing brush submenu for no apparent reason; was able add back as an individual standalone tool using the Edit | Toolbar options

Does this happen often? Or was it a one-time issue of the Remove tool disappearing from the tool group?

It can be caused by having a previously customized Toolbar, perhaps that's the case here?
