Using one image (reference image) to create similar look to another photo

Hello: I was wondering if I have one photo and I want a second photo to have a similar look can that be achieved ?

The top photo is foggy, surreal. I want the bottom photo with the dog to have similar feeling at the top?  Does  PS new AI tools have the ability to do this?
