Weird dialog window behavior during drag operation

Windows 11, 24H2, 26100.9168, enterprise environment.

Open Layers, double-click the layer to get Layer styles window, try to drag the dialog using titlebar.

Result as on the screenshot: The window is zoomed out and the former window area is filled with blurred background.

Occurs in current (as of this post date) retail PS too.
