Why does the workspace not save every time i close the program?

I load custom brushes, actions, settings, workspace arrangment and more. Every single time i close the program, it DOES NOT SAVE any of these changes. I have locked the workspacebut nothing works.

With the workspace in the configuration you want to save, choose Window > Workspace > New Workspace

Type a name for the workspace.

Lock only avoids accidentally dragging them off the interface while youre working
