windows update requirement

I've been following Photoshop beta closely and had 25.0 installed last.
When the update information dropped and I wanted to install 25.1, Windows 22H2 upgrade requirement was required.
Now I'm asking why Adobe is involved in this. What difference could there be between 25.0 and 25.1 that would require an update?
Is it breaking the atom into pieces? I hate making metaphors.
Adobe should not require this. Windows is an operating system that we are forced to use.
What's the point of updating and making it even more unstable?
I was very angry that this was required in the beta program. Give up on this. All my photoshop settings are broken. It will take a long time to re-install and adjust. Who will be responsible for this?
