When I use Control - minus with the box checked in preferences that says Zoom Resizes Windo, the window stays big en does not resize until I move the window just a bit.
I work with a lot of files at once and I want to put them next to eachother in different window sizes. The whole 'open in tabs' is very annoying. I have turned that of in prefs.

Try resetting Prefs for the Beta:

Launch BETA Photoshop While Pressing The Keyboard Shortcut
With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
