0% hardness brush comes out pixelated

Anyone ever had this problem?
So it only does it with the color white on a yellowish/white background. 0% hardness comes out pixelated. I never had this problem until after the new update of photoshop came out. I checked;
1. Brushes and layer blending modes to make sure nothing is off there.
2. Reset the brushes.
3. Tried turning off the GPU in Preferences - Performance. Turning it on and off then try the Advanced settings , Basic/Normal/Advanced to see if one works any better.
4. Reset my preferences
5. Reinstalling Photoshop
6. Check Color proof and nothing.
 
Im at the point that I cant blend like i used too and im stuck.

I can only get a view that matches your complaint when adding a fairly steep Curves Layer. 

Could you please post a screenshot taken at View > 100% with the pertinent Panels (Layers, Channels, Options Bar, …) visible? 

 

Could you try setting the monitor profile to sRGB (purely for testing whether there are issues with the monitor profile) – does this make a difference?

The monitor is set on sRGB from the beginning. 

 

Heres the screenshot of my full screen. Prvious screenshot was from the main post was from last week. (I changed it to 16bit and still can see the white bruch pixalated only on the yellowish background.

I cannot discern the problem. 

And I had asked for a screenshot taken at View > 100%.
