2017 update frequently slows down. How do I fix this?

I recently updated to Photoshop CC 2017 on my work computer, and performance has been terrible. After installation, everything was so unresponsive compared to before. The Efficiency report was below 100%, so to solve that, I added another scratch disk. That solved it for a while. But then doing mostly any other task, and it starts becoming very unresponsive. Why is this happening and how do I fix it? It's getting in the way of my work.

I'm on Windows 7 Enterprise on an Intel Xeon processor and 64 GB of RAM. There doesn't seem to be any unusual RAM or CPU usage that could be causing this.

    Just a brief update on this. Since the most recent update as of this date, it became a bit more usable, but the same problem still happens after a while.

    Could be something just went kablooey during the update. It happens. Did you try uninstalling/reinstalling yet?

    I did just try this and it didn't fix it.

    Try disabling the GPU (via Edit > Preferences > Performance). If it works better, consider uninstalling/reinstalling your video card's drivers.

    Another thing to try (though it's pretty involved) is to use the CC Cleaner Tool:

    Use the Creative Cloud Cleaner Tool to solve installation problems
