2019 CC can't do anything

I opened PS from LR to place a stroke on my image.  Shortcuts do not work.  I went into the menus and I cannot access it either. I cannot duplicate a layer. In short, PS is unusable.  What's going on??

    Hi

    This is a known issue, you need to either open Photoshop first and then Lightroom or disable the Home Screen in preferences
