Action select Artboards not Layers

I'm trying to make an Action to select Artboards (for Export>Artboards as files). I only need to select 10 out of the 11 Artboards. When I do it by hand it works fine as the "Export selected Artboards" is active. When I turn it into an Action "Export selected Artboards" is greyed out/inactive.

Is there a solution to this?
