Action will not stop

I have an action that I have used for years with my high school yearbook staff during which the image layer is duplicated, the new layer is set to screen and then the action should pause to allow the user to adjust the opacity of the new layer. 

While the action does, in fact, stop to adjust saturation later in the sequence of events, it will never stop at the blend mode adjustment step.

I have re-recorded the action with the same results. It simply ignores the toggle.

Guess it just doesn't work anymore? Thoughts?
