Actions can not be done!

Question

What is wrong with Photoshop 20? I tried to create a new action but the action field opens only if I open a photo. I would like to start first the action, load a photo and go on with the adjustments of the action. If I want to save the "close & safe action" for the photo, the action field closes without giving me the possibility to safe the action.
 
It is very annoying and abuses my time.

Hi!Are you still having the same issue when you are trying to create the action? If you are still having trouble, could you send us a screenshot of your workspace with the Actions panel open, and a little more information on the steps that you are using to create the action?We'd love to help, but more information about your process will help us be more effective and providing an answer.Michelle
