Actions- not recording brush stroke

So I am doing something I have done hundreds of times.

I have an action where I am creating a text layer,

creating a new layer

moving that new layer below the text layer

then doing a brush stroke under the text layer

flattening the image and saving.

However after running the action it doesnt do the brush stroke.

The action recorded only shows "select brush".
I am up to date on Adobe cloud and Photoshop 2020.

Using Windows 10.

Why might the stroke action not be recorded now..
