Adding a GIF animation to video file

Is it possible to add a GIF animation to an a MP4 video file usinghte timline?

The main idea is to have GIF animation overlay that plays at the same time the video is playing.

The GIF fades in ad fades out in as the video plays.

GIF is an internet based format, and doesn't animate in mp4 video on it's own. Suggestion to create a frame by frame animation or timeline animation that mimics the GIF and incorporate it into your timeline.
