Adding media to video track in Photoshop without moving other clips

When editing video in Photoshop, how can you add a new clip or media asset to a specific location on a secondary video track without causing a shift in existing media assets on the track?

for anybody reading this, I found an adequate workaround: create multiple video (or audio) tracks. I can get cumbersome if you use too many but it will get around auto-shifting the clips on your timeline.
