Additional artifacts added to image after completed

My old desktop using a 1050ti took a crap.  I built a new desktop using a 1060.  When done with the photos in Photoshop I save them as a jpg. When viewing the jpg it adds some sort of artifact grain to the image this never happened with my old machine.  It is almost like if I went into light room ad maxed out the sharpness.  The biggest issue with this is when I am doing portraits it is causing the model to look very odd. Any idea of the cause here?

    The file is to big to insert it here but you can grab it from here.  To see you you would need to download it and open it up.  For my computer it takes a second and then all of sudden a bunch of stuff  is added in.

    Can you post examples along with screenshots of your export settings?

    Ill see if I can do this later on.  Ill try to get a photo from lightroom and then one from photoshop.

    What are your quality settings when saving the jpeg ? Incidentally , because jpeg uses lossy compression it is best used as an export format when file size is a priority (e.g. for web use or sending electronically). It is not a good format for use when further editing may be required - use PSD or TIFF for that.
