Adobe CC 2021 latest update that cannot open up and no respond

I try many times on my lates update on my ADOBE PHOTOSHOP CC 2021 .It just cannot open up or not responding on my Window 10 Pro X 64 ?

Any kind soul to help me out .I have uninstalled and reinstalled again a few time and reboot my PC , yet it still cannot work .

I am having issues also. It says all my apps are up to date and PS opens for me but most functions are not available.
