Adobe-Creative Cloud-Where is Photoshop TUTORIAL for sample shown?

Hello. I'm signed in. The opening page on Creative Cloud shows samples of Photoshop effects (for a contest, I think). I'm interested in the steps for a pixelated, halftone style shown on the opening page. I click the button that says start, and it tells me to download the Photoshop app, which I already have. I just want to know how to create the pixelated, half-tone effect as shown on the attached screen-shot of the photoshop sample.

Where is this TUTORIAL located? And getting to this posting page was not easy- why?
