Adobe image downloads open too small

I've just spoken to Piyesh and he adv that vectors will open as small images I can resize.  But I've just resized one to 1600 x 1050, and it's pixilated.   But it shouldn't be should it?

    If you are downloading vector files, don't you want to edit them in Illustrator—a vector editing application?

    If you do want them to be included in a Photoshop file—a bitmap or pixel-based application—add them as a Smart Object so that they don't rasterize (convert to pixels). For more info, see https://helpx.adobe.com/photoshop/using/create-smart-objects.html ​.

    So helpful thank you.  Didn't realise vectors are best suited to Illustrator (which I don't have) will keep an eye on that one.... Thanks for the additional info to help with using PS instead.
